National Sharing Platform for Reference Materials

As  measurement standards, reference materials are indispensable tool for the control of measurement process and the evaluation of measurement results, as well as the basis and guarantee for the establishment of a uniform and comparable global measurement mutual-recognition system. The operation of the National Sharing Platform for Reference Materials relies on the Division of Chemistry Metrology, NIM and the National Research Center for Certified Reference Materials (NRCCRM).

The National Sharing Platform for Reference Materials integrates the functions of reference material information query, material sharing promotion, exchange of development and application technologies, as well as research on resource planning and development. Besides, it has also built the material repository of the National Research Center for Certified Reference Materials, with complete functional facilities and dynamic information management, which is used to provide resources integration and sharing services, including technical specifications, resource research and development, quality evaluation, as well as update, maintenance and sharing of materials and information. In 2018, based on the technical specification system, theNational Sharing Platform for Reference Materials ensured the high quality of resources, and promoted high-quality research, development and supply of resources, through the resource access system, the quality evaluation and quantity value comparison system, and the operation of the platform resource quality management system. In the same year, the platform's international mutual-recognition capabilities for reference materials continued to grow, and the number of the included items reached 886, providing a strong support for the mutual-recognition of global test results based on mutual measurement recognition.

The National Sharing Platform for Reference Materials has resources involving in many fields such as environment, chemical industry, iron and steel, geology, physics & chemistry, non-ferrous metals, nuclear materials, food, clinic, coal, engineering technology, building materials and polymer materials. In 2018, another 577 reference materials were added, and the total number of information resource categories reached 11,450. At the same time, considering the urgent needs of the industry, we have actively promoted resource customization services; carried out the verification and rectification of resource information metadata, with more than 30,000 fields, of more than 7,600 categories of reference materials based on the stock resources, so as to ensure the accuracy and reliability of resource information; submitted more than 11,450 items of scientific and technological resource information to the NSTI (National Science and Technology Infrastructures) which is the portal system of the platform of Chinese science and technology resources, with all the information meeting the requirements of platform metadata specifications; the Center’s repository and the industrial branch repository achieved the annual resource maintenance and updating of 611,200 units, and ensured the effective supply of resources, fully reflecting the principle of using national resource repository to carry out high-quality, urgent and strategic resource sharing.

The National Sharing Platform for Reference Materials has a high popularity at home and abroad, and its service areas cover all provinces and cities in China, as well as more than 20 countries and regions in southeast Asia, Europe and America. In 2018, the total number of visitors reached 1.62 million, with the year-on-year growth of 27.2%; and the number of shared material resources was 611,200 units, with the year-on-year growth of 0.21%. As the main access channel of reference materials in China, the platform served 12,245 user organizations and 15,647 individual users. According to the estimation that one reference material supported 20 times of measurement, it supported the results of a total of 12.2 million times of measurement of various fields in China to be accurately comparable in 2018, avoiding the cost waste and huge associated losses caused by inaccurate measurement. The support effect of the platform’s services has been fully reflected in the aspects of the safety testing of food, grain and oil, quality monitoring and screening of new pollutants for drinking water and groundwater, monitoring of air pollutants, testing of building materials and environmental protection performance, mineral resources investigation and development, safety testing of nuclear power plants, standardization of consumer products and product quality inspection, development and revision of occupational health and biological monitoring methods and occupational disease diagnosis, and "going global" of China standards. It has played a key role in supporting scientific and technological innovation and the development of various livelihood undertakings in China, including environmental protection, food safety and public health.
