NIM has developed 3 sets of high-voltage electric energy measurement standards,namely the 10kV/1000A standard, the 35kV/1000A standard and the 110kV/1000A standard, through a joint project “Research on Key Technologies of High-voltage Electric Energy Measurement and Value Traceability”. The project is funded by The National Key Technology R&D Program and was identified and approved by AQSIQ experts in 2013. It is the first time in China that a high-voltage electric energy measurement standard has been set up.

Each of the high-voltage electric energy standards consists of a standardized high-voltage power source and a multifunction standard meter. It successfully adopts an innovative I/V and V/V technique proposed by the project group to accurately convert and measure the currents and voltages. Till the final conclusion of the project, the 10kV/1000A, 35kV/1000A and 110kV/1000A standards have been continuously running for more than 2 years, 10 months and 5 months respectively and all of which have achieved an accuracy of better than 0.02%. Besides, the project group proposed for the first time in the world a new “safe virtual ground three-phase four-wire” technique for high-voltage electric energy measurement. The technique is successfully applied in establishing the 10kV, 35kV and 110kV high-voltage electric energy on-site calibration devices with measurement accuracy of better than 0.2%. The on-site calibration devices make it possible to measure electric energy for particular branches of the power grid and are able to play a fundamental role in the Advanced Metering Infrastructure (AMI) of the Smart Grid in China.
