Address of AQSIQ Vice Minister PU Changcheng at the Opening Ceremony of the Changping Campus, NIM

Ladies and gentlemen,

Good morning!

I am very delighted to be here with so many world top scientists in metrology circle to witness the advent of a historic occasion. It is the opening of NIM’s Changping Campus that not only causes a new beginning of China metrology and NIM’s development, but also erects a bridge for NIM’s scientific and technical exchanges and cooperation. Hereby, on behalf of the General Administration of Quality Supervision, Inspection and Quarantine (AQSIQ), I wish to extend my warmest congratulations on the opening of the new campus, and our warmest welcome and cordial greetings to our distinguished guests from home and abroad.

Since the founding of our People's Republic [in 1949], through 60 years of arduous efforts, Chinese Metrology has made historic and outstanding achievements, of which NIM’s current appearance is regarded as the rising mark. During the past 54 years, NIM has grown from a small and weak force to a large and strong one, whose capability for sustainable development was enhanced continuously. So far 70 scientific and technological achievements have been awarded prizes at the national level; remarkably, from 2006 to 2007 NIM has in two consecutive years gained the first class National Prize for Progress in Science and Technology, which is the top science award of China. Nowadays, the appearance of NIM has been changing with the greatly improved measuring ability, the growing quality and quantity of international comparisons, the remarkably improved service environment, the constantly strengthened international cooperation, the continually rising international influence and the optimized skill structure. I have the conviction that with this world class metrology research base, NIM will make steady progress and outstanding achievements.

We should concern that without all staff’s concentrated effort as well as the considerable support from the departments of the State Council, each level of leaders, academicians and research experts, and people from every part of society, NIM is not able to achieve so many progresses, including the open ceremony of Changping’s new campus. I want to take this opportunity to express our warmest greetings to all the comrades who are working in the metrology field, and meanwhile express sincere gratitude to each level of leaders and specialists and scholars who have always been giving assistance or support to Chinese quality control and metrology over the years. We expect a continuance of your confidence and support!

We should also concern that without the energetic support and help from BIPM, CIPM and the NMIs all over the world; NIM is not able to achieve so many progresses. A large number of technicians possess the experience of learning and working in those advanced NMIs, and many achievements have been obtained by bilateral, multilateral and international cooperation. Again, I want to take this opportunity to express our heartfelt gratitude to the international metrology organizations, NMIs and friends. We hope to strengthen the cooperation and expect a continuance of your help and support! As peace and development remain the two major themes in today's world, all NIM’s staff has on their shoulders the historical mission; and I hope you can carry forward and develops your fine traditions, seizing all opportunities to accelerate development, making the best of excellent experimental condition of this new campus to improve the quality of NIM’s staff as well as increasing international exchanges and cooperation. All these will make the new campus become a comprehensive stage for intentional exchanges and cooperation by integrating R&D programs, talents, and facilities, which will support social and economic development and then create more and more remarkable achievements in the future.
